Abstract

Accountability and monitoring schemes are a common tool in many policy settings but little is known about their consequences on workers. We exploit changes in OFSTED scores in the UK to investigate this issue. We find that a change in scores has an important effect on the career of workers with effects on their salaries and careers. The effect is particularly prominent for headteachers and other school managers with smaller effects on teachers. These results are more evident in terms of punishment for a decline in scores rather than as rewards for higher improvements.
